Does the punishment fit the crime?

Walking down the street
looking left and right
one leg leads the other one.

Parsha Mishpatim

He who insults his father or his mother shall be put to death.

Exodus 21.17

Why does our parsha ascribe harsh penalties for offenses such as this?
